Search & Rescue Operations

General
For a search and rescue (SAR) operation terms “distress incident” or “emergency situation” means an incident occurring on water, over land or in air, requiring SAR efforts and response.There is no fundamental distinction between a major or minor distress incident (emergency situation) and other distresses except:

  • The number of injured persons.
  • Magnitude of damages.
  • Scope of response required.
  • Value, gravity and sensitivity of assets involved.
  • The area of responsibility and scale of incident is such that requires efforts more than local responsible agency to conduct SAR. The incident/disaster may require vital assistance from other resources as well, to coordinate and control the situation.
  • The quick response and urgency in rescuing the survivors to reduce human losses is also an important consideration.

SAR Plan
The purpose of the SAR plan is to provide a framework for the expeditious and effective resolution of a distress incident (emergency situation) by means of utilizing all available resources to their full advantage.

Implementation
The following must be kept in mind while dealing with a distress incident (emergency situation):

  • As part of its responsibility for providing SAR services, the concerned agencies / departments may be required to respond under extremely unfavorable weather and sea conditions to a distress incident of high magnitude such as very heavy rain, wind and high waves. That augmentation of the normal SAR system may become necessary. Examples of such an event are the mass evacuation of personnel from an oil rig or the rescue of survivors of a large passenger vessel facing difficulty.
  • The SAR system must be capable of providing adequate response to most incidents, but at some point a distress incident (emergency situation) could escalate to such a degree that vital support from other agencies is essentially required.
  • In case, a fast response to a SAR incident is required, a formal concurrence in the form of agreement must be established and signed by all concerned agencies. Such agreement highlights type of assistance required on matters such as on-scene coordination/support, focal point of contact, communication frequencies, etc.
  • Practical SAR exercises, particularly those involving outside agencies, must be regularly conducted with drills and procedures.

SAR Mission
To ensure the expeditious and effective use of all available resources in the event of a distress incident (emergency situation) in the Qatari search and rescue area of responsibility.
